    The Online Party of Canada has announced that it will field candidates in upcoming federal by-elections in the ridings of Durham and Calgary Centre vacated by Conservative MPs Bev Oda and Lee Richardson. The move announced on Wednesday will take the web-based party from “eligible” to “registered” political party status.

    The OPC, the brainchild of leader Michael Nicula, who is also the director of a Toronto-based IT services company, aims to get ordinary Canadians involved in the political process using Internet technology.

    The biggest problem in Canadian politics, Mr. Nicula said, is the large disconnect between MPs and their constituents. He gave as an example his unsuccessful attempt to speak to his MP about his opposition to several government initiatives.

    The only way to bridge that gap is by digitizing democracy, or as he says, “enabling participatory democracy using the best tools at our disposal.”

    The party will launch a project called Agora in September, which Mr. Nicula said is the “most advanced method of interaction between voters and their MPs.”

    Members of the web-based initiative will be able to vote on every bill being debated in Parliament. They will also be able to see where each party stands on specific bills and send their votes to their MPs in an effort to get them to respond to constituents rather than toe the party line.

    Mr. Nicula hopes that Agora will force politicians not just to listen to those they represent, but advocate for the issues they care about in Ottawa.

    He acknowledged that it’s a lofty goal and isn’t very optimistic that MPs will vote against their parties even when they know what their constituents think about legislation.

    The OPC, which says it is on neither the left nor the right of the political spectrum, offers its members the chance to shape its platform by voting on a series of initiatives on its website. For example, the party supports an immediate end to the war in Afghanistan and the scrapping of the long-gun registry, but those positions can evolve based on the votes of members.

    “Canadians should demand accountability and voter input in how the government is run,” Mr. Nicula said. “And this is the way to do it.”

    Mission

    To become the backbone of a truly democratic system where everyone who has the right to vote can freely express their opinion in an open forum in regards to any issue, vote and have their vote counted equally to any other voter, in a real-time and verifiable manner.

    Governing Principles

    OPC is a self-governing organization driven by the will of it’s members, defined as 7 Governing Principles that every member has to adhere to. The Governing Principles represent the foundation, a sum of core beliefs and axioms, and they can only be altered through a landslide majority of 80% of members.     Internal Organization

    OPC has a flat structure, organized in Local Cells (or Electoral Districts), Provincial and National Leadership teams.
    – OPC Local Cells (308 or them) are managed by Local Party Officers elected by those who reside in each respective Electoral District, who are responsible to organize the Party structure locally according the the requirements of the Elections Law as well as the local needs. Each local cell has the responsibility to promote OPC within the Electoral District in accordance with the promotion policies established at National level.
    – OPC Provincial Leadership Teams (13 of them) are managed by a Provincial Party Officer elected by those (verified) registered voters who reside in that Province, who are responsible to organize the Party structure at the provincial level according the the requirements of the Elections Law as well as the local needs. Each team has the responsibility to promote OPC within the Province in accordance with the promotion policies established at National level.
    – The OPC National Leadership Team is composed of a variable number of Party Officers, including the Party Leader and Party Officers for Ethics, Content Editing, Marketing, Treasury and Public Relations, a Chief Agent and an Auditor. Additional Party Officer positions may be created as needed. The role of the National Leadership team is to manage the internal organization, to promote OPC at National level and to administer internal affairs, including Ethics issues.

    Note: In case of Electoral Districts or Provinces with less than 100 (verified) registered voters, the National Leadership Team will nominate interim Party Officers, Candidates and other positions as needed. The regular election process will be enforced once the number of members reaches 100. Any Party Officer or other Representative can be removed by simple negative vote of the (verified) registered voters.

    Elections and Nominations

    The first General Meeting took place on 14 May, 2012. Based on election results (votes on each Representative position) the Leader, 4 Party Officers, the Chief Agent and the Auditor were nominated and listed in the OPC registration forms submitted to Elections Canada.

    The automated election process is always in effect, based on QV – Quorum and TM – Tolerance Margin as follows:
    – Nomination: as soon as a contender to a Representative position (Officer, Candidate or any other elected position) reaches QV as well as 50% + TM, the Ethics Party Officer will instruct the Editorial team to list his/her name as the holder of that position. Note that only OPC Members can enlist as ‘contender’ for a Representative position.
    – Removal: if the vote count reaches QV as well as 50% – TM, the the Ethics Party Officer will instruct the Editorial team to remove his/her name as the holder of that position and mark the position as ‘Vacant’ until a new contender can be automatically nominated (see above). Note that any Representative appointed by the National Leadership Team will be removed if another contender obtains automatic nomination, but the Ethics Party Officer has the power to establish a reasonable transition plan according to the circumstances, in order to prevent disruptions or damage to the interests of the Party.

    If the Quorum is not met the National Leadership Team has the power to select and appoint contenders on any Representative position, based on recommendations from Local Cells, Provincial Leadership Teams or independently, under the supervision of the Ethics Party Officer.

    The ‘Agora’ Project (overview)

    ‘Agora’ is a project that will present Canadians all Parliamentary Bills in raw format, along with the positions taken by each and every registered federal party in Canada (18-20 of them at this time). A website feature gives the user a ranking report of how each party represents his/her political views! The parties’ positions are either curated by our editorial staff or in some cases, based on their interest, by representatives of those parties. Each party profile contains details in this regard.

    We are launching the “Agora’ project prior to the 2013 Parliamentary session inviting all federally registered parties to take ownership of their own accounts and maintain website content.
